全國知識產權局局長會議1月6日在北京舉行，會議指出，2019年，知識產權高質量發展取得新成效，知識產權塑造良好營商環境和創新環境取得新進展。

2019年，全國知識產權系統加快推進知識產權強國建設，完善知識產權法律制度，全面加強知識產權保護，大力促進知識產權運用，加快完善知識產權公共服務體系，加強知識產權領域綜合監管，更大力度加強知識產權保護國際合作，強化知識產權事業發展基礎等工作。

2020年是全面建成小康社會和“十三五”規劃收官之年，也是知識產權戰略綱要收官之年，還將制定完成知識產權強國戰略綱要，知識產權工作要牢牢把握穩中求進工作總基調，著力做好七個方面工作。一是加強知識產權頂層設計，加快制定知識產權強國戰略綱要，認真做好知識產權“十四五”規劃，繼續完善知識產權法律制度。二是強化知識產權保護，高標準落實《關于強化知識產權保護的意見》。三是持續推進知識產權審查提質增效，持續提升專利、商標審查質量效率。四是大力促進知識產權價值實現，健全知識產權運營體系。五是提升知識產權公共服務能力，深入推進知識產權領域“放管服”改革，完善知識產權公共服務體系，整合知識產權基礎信息資源。六是更大力度加強知識產權保護國際合作，深化“一帶一路”知識產權國際合作，深度參與知識產權全球治理，完善知識產權國際合作格局。七是強化知識產權事業綜合保障，加強知識產權文化建設和人才培養。

【重要講話】

加強知識產權保護。這是完善產權保護制度最重要的內容，也是提高中國經濟競爭力最大的激勵。對此，外資企業有要求，中國企業更有要求。

We will strengthen protection of intellectual property rights (IPR). This is the centerpiece of the system for improving property rights protection, and it would provide the biggest boost to the competitiveness of the Chinese economy. Stronger IPR protection is the requirement of foreign enterprises, and even more so of Chinese enterprises.
